Planning Commission approves cannabis cultivation permit at 1126 Shafter despite neighborhood opposition

On Nov. 21, 2024, the San Francisco Planning Commission approved a conditional use authorization (CUA) to establish an industrial cannabis cultivation operation doing business as Herb HP at 1126 Shafter Avenue in a PDR2 zoning district.
Planning staff presenter Maggie Lausch told the commission the department had received five public comments opposing the project, with concerns focused on the number of cannabis‑related businesses in the Bayview Hunters Point neighborhood and impacts on low‑income immigrant and senior populations. Lausch said the department found the proposal met planning code requirements for an indoor cultivation use in a PDR2 district and recommended approval with conditions.
In response to Commissioner Braun’s question about enforcement history, Lausch acknowledged a Department of Building Inspection notice of violation for prior unpermitted construction and said someone had previously operated cannabis cultivation there without permits; staff said that prior operation appeared to involve a different business operator than the current applicant. Lausch also said the applicant is in the equity applicant track for new business operators.
A motion to approve the CUA with conditions was made and seconded; the commission voted unanimously 5–0 to approve the permit. No members of the public spoke at the hearing.
