The Planning Commission approved a conditional-use authorization and a zoning variance Sept. 19 to allow an expansion at 740 Sanchez Street in Dolores Heights. Staff described the lot as unusually short (80 ft depth) and sloping, which constrained design options and justified a rear‑yard variance under code standards.
Homeowner Barbara Wilkowski and the project architects presented a design that preserves the historic façade, sets the vertical massing back from the street, and minimizes shadows on neighboring properties. Architects explained that a substantial portion of the proposed additional floor area is below grade or otherwise constrained by the hillside site, and showed shadow studies with limited new shadow impacts.
Neighborhood groups and the Dolores Heights Improvement Club spoke in support of the design, calling it context‑sensitive and consistent with the Special Use District’s goals. Commissioners discussed how new large‑house thresholds interact with recent and proposed changes to large‑residence SUD rules; some expressed that under pending legislation similar projects might be disallowed starting in 2025, but that the present application complies with current code.
The commission motion to approve the conditional use authorization and grant the variance with standard conditions passed unanimously, 7–0. The zoning administrator closed the public hearing for the variance and indicated intent to grant it with standard conditions.
