Planning commission moves continuance for 229–233 Whitney to Oct. 17
Summary
The Planning Commission granted a continuance for a conditional use authorization for 229–233 Whitney Street to Oct. 17 after debate about state permit‑streamlining deadlines. The property owner’s attorney urged a shorter delay, citing a CEQA negative exemption and a 60‑day decision window.

The San Francisco Planning Commission voted unanimously to continue consideration of the conditional use authorization for 229–233 Whitney Street to Oct. 17. Commissioners approved the continuance after staff reported a late request from a supervisor’s office to move the hearing date to Nov. 7 and after the project sponsor’s attorney urged a shorter delay.
Laura Strazzo, counsel for the property owners, said the project is code‑compliant and governed by the state Permit Streamlining Act and related timelines. “Under the permit streamlining act, the planning commission must render a decision within 60 days of the negative exemption determination under CEQA, which occurred on 08/29/2024,” she said, arguing that a Nov. 7 date would fall outside the statutory window and could trigger automatic approval.
Deputy City Attorney Austin Yang and commissioners discussed alternative dates that would keep the hearing inside the 60‑day period. After back‑and‑forth about calendar constraints, the commission substituted Oct. 17 for the proposed Nov. 7 continuance. The motion to continue to Oct. 17 carried on a roll‑call vote recorded as 7–0.
The continuance places item 10 on the commission’s discretionary calendar for Oct. 17, allowing staff, the sponsor and the supervisor’s office to pursue any outstanding clarifications before the substantive hearing.
