Staff concluded the proposed restaurant would create local jobs, offer low‑cost menu items and activate the downtown street, consistent with the downtown recovery plan and the Union Square Community Benefits District.
No public speakers registered in opposition at the hearing; commissioners expressed support for new business openings downtown. The motion to approve passed unanimously, 7–0.
