Sutter outlines transit fare rollout as commissioners warn TDM goal remains off-track

Planning staff reminded the joint hearing that the development agreement requires CPMC to reduce single-occupancy vehicle (SOV) trips by 15% from a 2013 baseline; the obligation is enforceable by 2024. Staff and SFMTA said pandemic commuting patterns have set back progress and that CPMC has several years and additional measures available to meet the goal. Vahram (Vahram/Vahram Masahian) of Sutter said the system is targeting a transit-fare/subsidy rollout at its campuses in November 2023, will expand intranet resources explaining commuting options, and has employee onboarding that includes transit benefits information. Commissioners urged redoubling Clipper-card outreach, shuttle services, and other incentives and asked SFMTA to continue monitoring and to report on whether further measures or amendments to the DA would be needed if targets are missed.
