Summary
The San Francisco City Planning Commission voted to adopt shadow findings and approve a 14‑story HOME SF proposal at 921 O'Farrell that would replace a vacant two‑story commercial building with 50 residential units, 13 designated as on‑site affordable, and no off‑street parking.
The San Francisco City Planning Commission voted to adopt shadow findings and approve a HOME SF project at 921 O'Farrell Street that would replace a vacant two‑story commercial building with a 14‑story mixed‑use building containing 50 dwelling units and 13 on‑site affordable units.
Planning Department staff said the project will use the HOME SF development bonuses to add an extra story and provide zoning modifications in exchange for 25% on‑site affordability. "The project will maximize an underutilized site and will increase the city's housing stock by providing a total of new 50 dwelling units, 13 of which will be designated as on‑site affordable units to help alleviate the city's housing crisis," planning staff said during the presentation.
Architect David Baker described the design, noting a light court, a shared roof deck, ground‑floor retail and bicycle parking but no vehicular parking. Supporters including Jim Chapel of the Housing Action Coalition urged approval. "This project is exactly what San Francisco needs, urban infill at its best," Chapel said during public comment.
Commission Vice President Moore praised the project's design, unit mix and the local HOME SF density bonus, calling it an "exemplary" infill project and moved to approve the shadow findings and project. Commissioner Imperial seconded. The motion passed, with Commissioners Fung, Imperial, Coppell, Moore and President Tanner recorded voting aye; the motion passed unanimously 5 to 0.
What happens next: The approval authorizes the project to proceed under the HOME SF program and the project sponsor will continue through final permit review and any necessary ministerial clearances. The commission recorded no conditions beyond the adopted findings.
Vote: Approved (motion to adopt shadow findings and approve project) 5–0.
