The project sponsor presented sun studies and design adjustments demonstrating setbacks and articulation to preserve light and air to adjacent properties. The sponsor and staff noted precedent for four‑story buildings in the immediate block and that the addition's fourth story is set back so it is minimally visible from the street.
After a rebuttal period and discussion, the commission voted 7-0 not to take discretionary review and to approve the project as proposed.
