The San Francisco Planning Commission on Oct. 28 approved a conditional-use authorization to replace an existing three‑story single‑family dwelling at 4 Seacliff Avenue with a new, smaller three‑story house and an accessory dwelling unit.
Planning staff said the proposal would replace an 11,351-square‑foot residence with a roughly 9,341‑square‑foot house and a roughly 799‑square‑foot ADU, provide two off‑street parking spaces, two class‑1 bicycle parking spaces and approximately 2,185 square feet of usable terraces and open space. Because the property lies within the Lobos Creek Conservation Area, staff said erosion‑control and stormwater measures documented in a submitted plan would be required.
Project architect Glenda Klein described design changes to reduce the building footprint, maintain open space on 78% of the lot and lower visible height from the street. Klein said the sponsor would file a full revised plan for final review should the commission approve the modified proposal.
Commissioners asked questions about ADU access and tenant intent; project representative Dan Fratton said the ADU was anticipated for a family member. Commissioner Tanner said the design represents a neighborhood typology that could inform future discussions; Commissioner Moore said he would support the project. The motion to approve the project as modified, with staff conditions including façade coordination and required erosion controls, passed unanimously, 5–0.
The commission recorded the approval with conditions; staff will receive the revised final plans for completeness review before building‑permit issuance.
