Early in the session, commissioners approved a slate of continuances for multiple cases — including a downtown set of entitlements at 530 Sansom Street moved to July 29 and the commission rules/regulations item moved to July 15 — by unanimous vote. The commission also adopted minutes from its June 10 hearings unanimously.
Director Hillis used his director's report to recognize 53 planning staff who served as disaster‑service workers during the pandemic and to notify commissioners about two state bills of potential consequence: SB 9, which would make two‑unit approvals ministerial in certain cases, and SB 10, which could let cities allow up to 10 units without separate environmental review. "We'll keep you updated as these bills move through the process," Hillis said.
On a separate matter, the commission considered a conditional‑use request from a sponsor proposing to open a new Yifeng Taiwan store in a 565‑square‑foot former retail space in the Japantown/Northern Addition area. Planning staff recommended approval with conditions and noted that the Japantown Task Force had asked for more time to engage. The applicant said he had reached out to Task Force leadership and pledged to continue dialogue. After a public comment from the Task Force asking for short additional time to consult, the commission added a condition requiring the sponsor to meet with the Task Force and provide a memo back to the commission. The motion to approve with that condition passed 5–1 (Commissioner Moore dissenting).
Outcome and next steps: continued items will return on the dates announced by staff; the Yifeng Taiwan conditional‑use was approved subject to the community‑engagement condition and a memo back to the commission.
