A small number of neighbors raised concerns about penthouse bulk and rooftop mechanical equipment; callers asked whether the elevator penthouse and stair penthouses complied with code height exemptions and whether rooftop bulk could be reduced. Architect said the penthouse and stairs had been designed to minimize mass and to meet code minimums.
