The Planning Commission voted unanimously to approve a conditional use authorization for demolition and replacement of a single‑family home at 159 Laidley Street. Planning staff presented findings under Planning Code sections 303 and 317 and said the department determined the existing structure was not a historic resource and that the project received a categorical CEQA exemption.
Project sponsor Jeff Gibson told the commission the team had initially planned a remodel but identified three project‑specific conditions that made demolition the prudent option: extensive prior DIY structural work that compromised the house, portions of the house encroaching over property lines, and poor soil conditions of loose, unconsolidated fill that made foundation work unsafe without substantial demolition. Gibson said, “Let’s not play games with the numbers,” explaining the decision to seek full demolition rather than risk midway remediation problems.
Commissioners asked whether an accessory dwelling unit had been considered and staff and the sponsor explained topographic and access constraints on the 25‑foot‑wide, downslope lot made an ADU impractical in this case; the sponsor said the design includes a flexible guest space for extended family use. Staff also proposed a minor amendment to the draft motion to adjust response language for Planning Code Section 101.1B to reference building and seismic safety assurances.
Commissioner Moore moved to approve the conditional use authorization with conditions; the motion passed 7–0. The project will proceed to discretionary review calendar placement and subsequent building‑permit review.
