The Planning Commission voted to take discretionary review on a proposed conversion of ground-floor retail at 1801 Mission Street to a limited restaurant and directed the applicant to undertake additional community outreach and commitments tailored to the Mission Area and recognized cultural districts.
Staff (Rich Sincray) explained the site is in a UMU zoning district where limited restaurants are principally permitted, but a Doctor (discretionary review) had been requested by neighborhood groups who said the proposed business would exacerbate gentrification and undermine the Mission Area Plan’s goals to protect legacy immigrant-run businesses. Doctor requesters and many Mission-based organizations urged refusal; the sponsor said the Creamery is relocating after being displaced from another site and emphasized existing employees and local hiring.
Commissioners debated the limits of the commission’s authority in a Doctor hearing, the distinction between approving a use versus a user, and the tension between zoning that allows the use and community priorities expressed in the Mission Area Plan. Several commissioners proposed, and the applicant accepted in principle, a focused set of conditions: additional community outreach to the American Indian Cultural District and other Mission stakeholders, encouragement of local hiring (with rehiring priority for previously displaced Creamery staff), translation of key customer-facing materials into Spanish, and exploration of culturally relevant storefront elements.
The commission adopted a motion to take discretionary review and require the sponsor to pursue community engagement and report back; the motion passed unanimously 6-0 (Commission President Koppel had left early).
