Property owners Sabina Kukchiev and her team presented a history of the site, described prior attempts to renovate the collapsed structure and said they redesigned the proposed house to reduce impacts on a neighbor’s solar panels. They removed a proposed roof deck and sloped the roof to limit shadowing and lowered the building so the top of the roof sits about 4 feet below the maximum allowed height.
The adjacent neighbor (503 Crescent) expressed concerns about impacts to an installed solar system and pointed to documentation irregularities in the hearing materials. The sponsor provided an illustration showing the sloped‑roof revision intended to minimize shading of the neighbor’s panels. After discussion and staff corrections read into the record, Commissioner Tanner moved to approve the project as recommended by staff, with the corrected findings; the motion passed unanimously 7–0.
The commission’s action authorizes construction subject to conditions in the staff report; staff will file corrected findings and conditions.
