Commission approves HOME SF project at 4742 Mission Street with conditions on open space and roof deck

The commission considered a HOME SF project authorization for 4742 Mission Street, a proposed 8‑story over basement mixed‑use building with 46 dwelling units and 25% on‑site affordability. Project sponsor John Kaplan described the increase from a baseline of 12 units (without HOME SF) to 46 units with 12 on‑site affordable units under HOME SF. He explained bonuses sought (form‑based density, one additional story/10 feet) and related exceptions for rear yard and dwelling exposure. He also described an existing recorded egress easement over 9 Leo Street and the sponsor’s intent to landscape that easement area for project and neighbor use.

One caller during public comment objected to the height and urged a lower design. Commissioners asked detailed questions about the roof deck, accessibility, open space calculations, parking (seven vehicle spaces) and the easement. Commissioner Moore sought railings and planter placement so roof decks are less visible from adjoining properties; the project team agreed to incorporate revisions. Commissioner Moore moved to approve with a condition that the project return to the commission for further review of the open‑space/roof‑deck and easement treatment; the motion passed unanimously, 7–0.
