Commission authorizes TMA SF Connects for 10‑year work plan to support downtown commute and hiring services

The commission considered an authorization for TMASF Connects to continue providing transportation brokerage (TDM) and employment brokerage services under Planning Code sections 1.63 and 1.64. Justin Kran introduced the item and Kim Martinson, Executive Director of TMASF Connects, presented the organization’s 2021–2030 work plan.
Martinson said TMASF serves 82 member buildings comprising over 26 million square feet of commercial office, representing more than 3,000 employers and about 130,000 employees. She described the organization’s pivot during COVID‑19 to provide resources for members and its plans to monitor commuter behavior as employees return to office.
Commissioners discussed data collection, downtown recovery, changes in commuting patterns, and outreach to other job centers. Commissioner Chan said vacancy statistics for downtown member buildings were "quite shocking" and urged careful data collection. After deliberation, Commissioner Tanner moved to adopt the resolution; the commission voted 7–0 to authorize TMASF Connects on a decennial (10‑year) schedule for both commute and work programs.
The commission recorded no dissenting votes; staff will file the adopted resolution and TMASF will proceed under the updated authorization schedule.
