The Planning Commission voted 6–1 on Jan. 28 to approve a conditional-use authorization allowing office use on the third floor of 77 Geary Street in the Union Square retail district. Staff recommended approval after concluding the third-floor space is visually disengaged from the street and is unlikely to be marketable to traditional storefront retail.
Tom Tunney, representing the property owner, and Todd Perlman explained the space’s long hallway, elevator access and historic-preservation constraints make it unattractive to retailers and argued that allowing office use would create daytime activity that supports nearby shops and restaurants. The sponsor said they do not have a lease but hope expanding permitted uses will broaden leasing prospects.
Speakers from the Union Square Business Improvement District, labor unions and retail leasing professionals urged approval, saying more office workers would help revive retail and food-and-beverage businesses. Commissioner comments focused on reversibility, citywide office vacancy and the need for a broader recovery plan for downtown.
Commissioner Imperial cast the lone no vote, expressing concern about dedicating upper floors to office in a period of high office vacancy; other commissioners said converting upper floors to office can help generate foot traffic and support retail on the ground floor. The motion to approve passed 6–1.
