Commission accepts Minerva Schools’ abbreviated Institutional Master Plan for 1145 Market Street

The Planning Commission accepted an abbreviated Institutional Master Plan (IMP) submitted by Minerva Schools (affiliated with Keck Graduate Institute) for administrative offices at 1145 Market Street on Oct. 22.
Department staff (Samantha Updegrave) told commissioners the abbreviated IMP met the informational requirements of Planning Code section 304.5 and recommended acceptance without holding a public hearing. Updegrave said Minerva’s administrative offices occupy approximately 10,000 square feet and that student housing at 2–16 Turk Street (a converted tourist hotel) is undergoing the applicable entitlement and a variance hearing scheduled for Dec. 3.
A Minerva representative (speaker 13) told commissioners about current occupancy at the Turk Street housing (about 140 students living in the building now, capacity roughly 200) and described precautions taken to reduce COVID‑19 transmission. The sponsor confirmed conversions and related building permits are under review and that future expansion of offices and housing is not anticipated at this time.
Staff noted no public comment had been received on the abbreviated IMP item and that the commission could accept the submittal as meeting code requirements; by closing the public hearing the commission indicated acceptance of the abbreviated IMP. There was no formal contested deliberation and no vote was needed beyond the acceptance.
