Naz, the project sponsor, told the commission they had done substantial community outreach since acquiring the property and offered community-facing commitments including bilingual menus, hiring locally, free cooking classes in partnership with neighborhood groups, and late-night kitchen hours. Staff found the change-of-use project consistent with the Mission Area Plan and the general plan and reported community outreach and letters of support.
More than a dozen callers — including local residents, workers in the food and arts sectors, and representatives of immigrant and LGBTQ communities — said Arcana would provide affordable, late-night healthy food, jobs for underrepresented entrepreneurs and a safe space for artists. Several speakers highlighted the sponsor’s identity as a queer immigrant woman and framed the project as a small-business lifeline during COVID-19.
Commissioner Imperial asked about a community liaison; the sponsor confirmed they would serve in that role. On a motion to approve with conditions, the commission voted unanimously 6–0 in favor.
Next steps: The conditional-use authorization will be implemented under the conditions adopted by the commission; staff will coordinate final permit requirements and conditions.
