The Planning Commission voted 4–1 on June 18 to approve a conditional use authorization for a proposed cannabis retail use with a Type C consumption room at 764 Haight Street. The application, brought by local operators of Free Gold Watch and an equity applicant partner, drew extensive public comment and broad merchant and neighborhood support.
Staff described technical requirements for a Type C consumption room under the San Francisco Health Code: a completely separated HVAC system that prevents recirculation to other premises, filtration that eliminates odor and smoke, self‑closing gasketed doors, and other equipment and operational standards that the Department of Public Health (DPH) may impose. Staff noted that DPH and Office of Cannabis approval and annual licensing are required before consumption could occur, and that failure to meet standards could lead to administrative penalties or revocation.
Sponsors and many public callers framed consumption lounges as a social‑justice issue: legal places to consume cannabis reduce unequal enforcement of public consumption and provide seniors and residents safer options than public smoking. The sponsor team described neighborhood outreach, merchant‑association endorsements, odor‑management and HVAC plans, and commitments to post a neighborhood contact and operate with security and good‑neighbor measures. Opponents raised parking, noise, and proximity concerns; one commissioner expressed reservations about consumption but supported retail.
After discussion of safeguards and enforcement mechanisms, the commission approved the project with conditions including DPH review of Type C measures and a community liaison; the motion passed 4–1, with Commissioner Fung voting no on the consumption authorization but supporting retail.
