The Planning Commission voted June 18 to grant a conditional use authorization for a proposed cannabis retail storefront at 899 Columbus Avenue in the North Beach neighborhood.
Planning staff described the site as a small 743-square-foot storefront situated across from community facilities including the North Beach Library and a playground; staff noted that the required 600-foot buffer to K–12 schools and other dispensaries does not exclude the site under the planning code. The department received a mix of public correspondence but reported 64 comments in support prior to packet publication and recommended approval subject to standard conditions, including prohibiting on-site smoking and ensuring a good-neighbor plan for queuing and pedestrian safety where applicable.
Equity applicant Henry Chan and community liaison Stella Doyle presented outreach results and said they had collected dozens of support letters, distributed flyers and held open houses and virtual town halls. Callers during public comment were divided: several neighbors and merchant groups voiced support for activating a long‑vacant storefront and for equity goals; others raised concerns about outreach and the neighborhood impact of an additional dispensary.
Commissioners questioned the details of floor plans and security operations; staff explained that the land‑use approval is the first entitlement step and that security and operational details are reviewed later by the Office of Cannabis and SFPD. After deliberation, the commission approved the CUA with conditions by unanimous vote 5–0.
