Staff summarized the February hearings and a later neighborhood meeting that produced an operational agreement. The applicant withdrew its application for a Type C consumption lounge and agreed to a revised schedule (11AM–7PM Monday–Saturday; 11AM–6PM Sunday), removal of on‑site smoking or vaporizing, and an expanded Good Neighbor commitment to monitor areas within 150 feet of the entrance. The Department recommended adopting those commitments in a discretionary‑review action so they would be enforceable at the city level.
Neighbors opposing the change of use argued the site is surrounded by housing on all sides and already lies near multiple cannabis retailers; they sought limits on signage, hiring commitments, facade improvements and assurances about ownership and ongoing litigation. The Doctor requester emphasized the site’s residential character and ongoing operational complaints. The commission heard both sides and discussed the controller’s district mapping on overconcentration; staff noted the broader eastern side of the city is saturated, but the neighborhood where 667 Mississippi sits was not flagged in the controller’s concentration map.
Commissioner Imperial recused because he had not reviewed earlier hearings; commissioners then voted to take discretionary review and approve the project with the staff‑read conditions. The motion passed 5–0 (one recusal). Staff read the precise conditions into the record, including hours, ineligibility for Type C permits allowing on‑site smoking or vaporizing, and the Good Neighbor requirement to patrol 150 feet and discourage illegal consumption and double parking.
