The Planning Commission voted unanimously to approve a residential childcare impact‑fee waiver of roughly $300,000 for the 65 Ocean Avenue project, conditioned on an in‑kind agreement that will provide an on‑site childcare facility.
Veronica Flores of Planning staff described the request and noted prior approvals related to HOME‑SF authorization. The project sponsor said the approved project includes approximately 193 dwelling units and 25 percent on‑site below‑market‑rate units and that the sponsor will deliver an approximately 6,000 gross‑square‑foot childcare space with a dedicated entrance and outdoor play area. "The childcare space would operate for the life of the project ensuring that the child care provider remains in the city," the sponsor said, noting support letters from local providers and FACES SF.
Public commenters and tenants’ advocates urged approval, saying childcare capacity is scarce in the neighborhoods served by the project. Commissioners discussed design details, parking and how the in‑kind contribution relates to HOME‑SF commitments. The commission approved the waiver and in‑kind agreement by unanimous vote (6–0).
