Commission grants Doctor review for 1130 Potrero addition, requires changes and an ADU
Summary

The Planning Commission considered a discretionary-request appeal (Doctor) of a building permit application for a horizontal and vertical addition at 1130 Potrero Avenue. The Doctor requester (adjacent neighbor) argued the design would remove a modest auxiliary unit and create a "monster home," reduce light and privacy, and increase noise and safety risks from a proposed roof deck.
Staff found the addition met residential design standards and recommended denying the Doctor request. The project sponsor and owner described efforts to accommodate neighbor concerns (light well, reduced roof-deck visibility and other revisions). The Doctor requester maintained the addition would eliminate an auxiliary unit and called for specific changes: increase the light well, reduce or eliminate the third-floor rear deck and add a code-compliant staircase and fire wall in the rear.
After deliberation the commission voted to take the Doctor and approved the project with amendments to require increased light well clearance, modifications to the roof-deck wall to reduce sight lines and noise transfer, and to incorporate a modest ADU (approx. 750 sq. ft.) where feasible to help preserve housing stock. The vote to take the Doctor and approve with amendments passed 4–1 (Commissioner Fung opposed). The commission directed staff and the applicant to finalize the revised drawings and findings.
