Staff recommended approval of the retail permit but advised commission caution on allowing on‑site consumption because the Mission Alcoholic Beverage SUD restricts some similar uses and because the corridor contains daily‑needs retail and nearby public spaces. "Given the existing zoning controls for the district and the policy that the department has set for on‑site consumption, the department continues to recommend a condition of approval to disallow on‑site consumption at the site," staff wrote in the report.
Project sponsor Joseph Hunt and counsel highlighted extensive outreach, an MOU with neighborhood groups, weekly equity‑program participation, and community benefit commitments including local hiring, discounts for seniors and veterans, and planned education programs. "Our proposed consumption lounge will be an asset to the neighborhood, providing a safe and discreet place to legally consume cannabis," Hunt said.
Commissioners debated whether to retain staff’s recommended ban on consumption. After discussion and noting strong neighborhood support, the commission voted to strike condition 11 (which would have prohibited on‑site consumption) so the permit may include a consumption lounge. The motion to authorize the retail outlet with the amended conditions passed 5–1 with Commissioner Fung dissenting.
