Staff described the project as largely interior alterations with limited exterior changes and recommended approval with conditions including final signage and wayfinding work.
Project representatives said they had worked with tenants and had received a letter of support from the Galleria Merchants Association. The sponsor’s architect described plans to ramp up ADA access, enlarge public entrances, and replace the Sutter Street storefront step condition with a more accessible slope and operable doors.
Commissioner Moore asked for Historic Preservation Commission review; a continuance motion to seek further advisory review failed on a 3–3 tie. An alternate motion to approve with conditions passed 4–2 (Commissioners Moore and Richards opposed). The commission required the sponsor to continue working with staff on design refinements and to incorporate robust POPOS signage and exterior lighting improvements.
