Planning staff described the proposal as a request to establish an industrial-agriculture (cannabis cultivation) use in a PDR zoning district covering about 2,821 square feet, with light manufacturing and limited delivery service. Staff noted concerns about energy intensity for cultivation operations and said the Office of Cannabis requires that cultivation sites procure energy from renewable sources — either through the SFPUC CleanPowerSF program, SFPUC hydroelectric supply, or on-site renewables — prior to receiving a permanent license. Staff also said the department is consulting with SF Environment to identify efficiency improvements.
Donnie Lo Visnich, president and founder of 2 Bridges Compassionate Care Collective, described the business as a small, San Francisco–born licensed cultivator that produces whole-flower products, distributes to several local dispensaries, and has completed corrective action plans with multiple city agencies (building, plumbing, hazardous waste). He noted that fire sign-off remains pending until this approval stage is complete.
Commissioners asked questions about energy and permitting; staff confirmed the Office of Cannabis’ renewable-energy requirement would apply before a permanent license is granted. Commissioner Koppel moved to approve the conditional-use authorization with conditions as discussed; the motion passed unanimously 5–0.
The approval allows the applicant to proceed toward final licensing and required agency sign-offs; staff indicated that the Office of Cannabis and SF Environment will be involved in subsequent compliance oversight.
