The Planning Commission on Aug. 22 approved a conditional use authorization for a proposed cannabis retail establishment at 61 Cambon Drive by a 6–1 vote, with Commissioner Fung dissenting. The applicants are equity‑program participants who said the business would provide local employment, education programs and closer access to medicinal cannabis on the West Side of the city.
Planning staff said the tenant space is roughly 1,000 square feet in a single‑story strip mall adjacent to Park Merced and that there were no other cannabis storefronts within 600 feet. The project sponsor described outreach and a two‑year lease arrangement; opponents said that converting the existing community martial‑arts center would remove a family-serving facility and express concern about youth exposure.
Commissioners debated whether to allow the possibility of on‑site consumption in the future. The applicants said they were not currently proposing consumption but could consider it later; staff and Department of Public Health/DBI procedures require building‑permit review and mechanical system design for any consumption use. Several neighbors asked that any future garage or building alarms be visual rather than audible; the Commission included conditions to limit audible impacts and to require DBI/DPH review before any consumption use could begin.
The motion to approve carried 6–1; commissioners asked staff to clarify criteria by which the department will recommend allowing consumption in future cases and to continue coordination with DBI and Public Health for ventilation and permitting checks.
Next steps: applicants will pursue required city and state licenses; any future application for on‑site consumption would require building permits and DPH review.
