Planner Katie Wilburn presented a conditional use authorization request for a massage establishment at 1711 Haight Street, describing the project as occupying a vacant ground-floor commercial space without any expansion of the building envelope. Staff recommended approval with conditions, noting a pre‑application meeting on 11/29/2018 that attracted five community members and no outstanding public opposition in the record.
Attorney Paul Horcher and sponsor Anita Sukhasiri described the business model and interior layout. Sukhasiri said the massage is a traditional Thai practice performed with clients fully clothed and that treatment areas are divided by curtains rather than locked interior doors: "This form of bodywork is usually performed on the floor and the clients wear comfortable clothes that we prepare for them," she said.
Two neighborhood supporters, Katherine Kennedy and property owner William Kennedy, spoke in favor of the project, noting the long vacancy and the neighborhood need for services. Commissioner Moore moved to approve; the motion passed unanimously by those present, 5‑0.
The approval was conditioned per staff recommendation; the commission did not waive the standard conditions disclosed in the staff report.
