Commission approves Bayview equity cannabis retailer and consumption lounge after broad community support

The Planning Commission approved a conditional use authorization for CDXX, a cannabis retail facility with a proposed on‑site consumption lounge at 4526 Third Street, finding the application consistent with planning code standards and the city’s equity objectives. Staff reported the applicant is a qualified equity applicant as defined by the Office of Cannabis and noted endorsement from the Bayview CAC and numerous letters and petition signatures in support.

Rodney Hampton Jr., the applicant and Bayview native, described his personal history — including an arrest decades earlier that he said was linked to the war on drugs — and framed the business as an equity and community reinvestment opportunity. He said CDXX will focus on hiring locally, creating career pathways and using profits to support community programs. Dozens of Bayview residents, community leaders and local business representatives testified in favor; speakers emphasized CDXX’s community art programming, youth outreach and employment commitments.

Commissioners noted the equity program purpose and the Bayview CAC endorsement as important considerations. Commissioner Moore said the project aligns with local equity goals; Commissioner Richards praised the personal arc of the applicant. The commission moved to approve the CUA with conditions; the motion passed unanimously. As with other cannabis projects, the on‑site consumption lounge remains subject to Department of Public Health ventilation standards before operation.
