For 1345 Underwood Avenue staff (Michael Christiansen) said the site is in a PDR2 district and described the application as a legalization effort for an existing tenant that has operated without full permits; the Bayview Citizens Advisory Committee formally endorsed the application. Sponsor Esther Gonzales Parber said the operation is an existing, enclosed seven-room cultivation facility seeking to "legitimize" operations and comply with technical building, fire and public health requirements. Ray Law of the Office of Cannabis explained the city's registration/amnesty process for existing nonretail operators, the time-permit regime and the equity program that prioritizes applicants who are low-income, have prior cannabis-related criminal justice involvement, or meet other criteria. Commissioners unanimously approved the conditional use authorization with conditions.
The commission then considered a microbusiness proposal at 1555 Yosemite Avenue. Staff described the unit as part of a larger industrial condominium and said the applicant is pursuing a microbusiness license (allowing multiple cannabis activities in one premise). Melvin Simmons, an equity applicant and long-term operator in the area, described local outreach and job commitments; local community groups and the Bayview advisory committee endorsed the application. The commission approved the request unanimously and attached standard conditions including life-safety corrections identified by DBI, DPH and fire.
Office of Cannabis staff emphasized that the amnesty/time-permit holders must remediate safety items and that annual permits and equity-program reporting will follow; staff said the office has issued time permits to many existing operators and is working to prioritize equity applicants.
