The Planning Commission approved a project at 2000 Grove Street that combines a mandatory seismic retrofit with the conversion of ground-floor garage space to an accessory dwelling unit. The application drew a public-initiated discretionary review from a tenant represented by the tenant union who argued that a parking stall was part of her lease and that written assurances and compensation were needed during displacement.
Staff reviewed the project and noted that ADUs are allowed and that the Planning Department’s rules permit removal of off-street parking in certain circumstances. To address the tenant’s concerns the sponsor reduced the project scope by removing one of the proposed ADUs and retaining a parking stall specifically assigned for the tenant on the opposite side of the garage; the sponsor indicated they would charge the tenant the same parking rate and try to minimize the displacement period by sequencing retrofit and ADU work.
Commissioners noted that disputes over reduction of housing services and lease terms are generally adjudicated at the Rent Board, not by the Planning Commission. After deliberation the commission declined to sustain the discretionary-review request and approved the project as revised.
