Planning Department staff presented the annual Interdepartment Plan Implementation Committee (IPIC/EPIC) report covering fiscal years 2020–24, explaining how impact-fee revenues and in-kind contributions are programmed across six plan areas and describing priority public-realm projects and timing.
Matt Snyder, who manages the implementation team, said the office produced updated expenditure plans and mini-capital plans and is coordinating with Public Works, MTA and Recreation and Park. Snyder noted total impact-fee receipts to date and forecast for the next five years and highlighted that much of current revenue comes from large developments in the Transit Center plan area and Rincon Hill. He described recent completed projects (Dogpatch Art Plaza, Unity Plaza, Second Street streetscape) and near-term construction for Folsom and Howard Street improvements, Margaret Hayward playground rehabilitation, and Garfield Square pool work.
Snyder outlined next steps: incorporating Central SoMa into the expenditure plan, beginning a new five‑year nexus/needs assessment, integrating community-facilities-district funds, and ensuring allocations are included in agency budgets for FY20–21 so projects can proceed. Commissioners thanked staff and asked questions about project completion rates and leverage of impact fees.
