Staff architect David Winslow described the guidelines as building on existing urban-design principles and adding neighborhood-specific direction on rear-yard open space, height stepping, storefront design and alley treatment. The guidelines were developed with multiple community organizations including the Bridal Polk Neighborhood Association and Pacific Avenue Neighborhood Association.
Commissioners praised the collaboration. Commissioner Koppel called the guidelines “a testament to the neighborhood,” and Vice President Koppel and Commissioner Moore highlighted the document’s practical drawings and neighborhood-specific examples. The commission voted to adopt the planning-code amendment and the guidelines; the motion passed on the record.
Adoption of the guidelines establishes a clearer set of design expectations for future projects within the Polk and Pacific commercial corridors, and staff said the document is intended to be user-friendly for applicants and staff.
