San Francisco — The Planning Commission handled multiple routine and discretionary items on Oct. 25, 2018. Highlights and formal outcomes follow.
Mission Street rezoning (1650–1680 Mission Street): The commission approved a zoning map amendment and corresponding general plan amendment to align long‑term office use with zoning and the Market/Octavia plan; vote was unanimous 5–0 (Item 13).
Royal Motors (118–134 Kissling Street): The commission approved a rezoning to REDMX and a conditional use authorization allowing vehicle storage stackers and related site improvements to retain and expand an automotive repair business; staff found the project consistent with the Commerce and Industry element and planning code; approval passed unanimously (Item 15).
Penthouse Club (412 Broadway): The commission approved on a 4–1 vote (Commissioner Richards opposed) a conditional authorization to permit closing at 4 a.m. on a trial basis with conditions including community meetings, a community liaison number, SFPD/planning participation in monitoring and a scheduled revocation hearing one year after implementation (Item 16). 1100 Fulton Street (ADUs): The commission approved a discretionary review to convert ground‑floor garages into accessory dwelling units and seismic improvements in the Alamo Square historic context; vote unanimous (Item 17).
136 Palm Avenue (vertical addition): The commission approved a vertical addition and dormers to create a new upper floor on a 1920 two‑family home after hearing a doctor requester’s concerns about light/air and privacy; staff found the proposal consistent with design guidelines and the secretary of the interior standards; vote unanimous (Item 18).
Continuances and consent actions: Multiple earlier items (cases 2014.0948E; 2015.4297E; 2013.0655CUA; 2015‑009163CUA; 2017‑012484DNX and item 12 case 2017‑121001 PCA) were continued as announced; consent calendar items (cases 2018‑005800CND and 2018‑007959CUA) were approved unanimously (Items 1–7).
What happens next: Where the commission recommended disapproval (the cafeteria ordinance), staff will return with alternatives; Penthouse Club’s extension is a monitored trial with a revocation hearing scheduled in one year. Other approvals proceed to permit or Board review as required by code.
