Planning Commission endorses Mission MAP 2020 zoning changes and alcohol-use limits

The Planning Commission on Oct. 18 unanimously recommended approval of a package of amendments tied to MAP 2020, a city-led strategy for stabilizing the Mission District’s commercial corridors and supporting legacy small businesses.

The staff presentation described MAP 2020 as a multi-year effort that has already launched tenant-protection and business-stabilization measures; the zoning amendments before the commission add conditional-use requirements for some full‑service restaurants and restrict a particular ABC liquor-license conversion that staff said had been used to circumvent the purpose of the Mission Alcoholic Beverage Special Use District.

Why it matters: Presenters said the changes are designed to preserve small retail, arts and nonprofit uses in the Mission while allowing targeted new uses that support local employment. Planning staff highlighted preliminary data showing eviction rates and buyouts decreasing in recent months but warned displacement threats remain.

Public input: Community advocates, Mission tenants and small-business representatives gave robust testimony. Roberto Hernandez argued the Mission has lost thousands of residents to displacement and urged strict protections on liquor licenses; business groups and development advocates generally supported the MAP 2020 package and thanked staff and the supervisor’s office for stakeholder engagement.

Outcome: The commission approved the amendments with staff-recommended modifications and with broad support, sending the package on with its recommendation to the Board of Supervisors.
