Summary
The commission adopted minutes, continued Central SoMa items to Sept. 13 (7–0), disapproved a unit-merger legalization at 461 Ashbury (6–0), and approved a new Funston Avenue house (7–0).
Several noncontroversial and procedural items moved quickly during the commission meeting on Sept. 6.
The commission adopted draft minutes for Aug. 23, 2018 by unanimous vote (7–0). Commissioners also voted unanimously (7–0) to continue Central SoMa items 1A and 1B to Sept. 13, 2018 as requested by staff and members of the public.
On 461 Ashbury Street, staff recommended disapproval of a request to legalize the merger of three dwelling units into two because it would legalize unpermitted work and reduce the number of permitted units. The project sponsor argued the long-running owner-occupancy and a family childcare operation supported the merger; after questions and deliberation the commission moved to disapprove and that motion passed 6–0.
On 1897 Funston Avenue the planning department had concluded the proposed four-story single-family home met residential design guidelines despite neighborhood concerns about scale, massing and removal of trees; after public comment the commission voted to approve the project as recommended (7–0).
These administrative and project decisions were largely procedural but notable for the Ashbury disapproval (staff concluded legalization would reduce the city’s affordable housing stock) and for the Central SoMa continuance to a specified date.
