Topia said the agreement caps off‑site affordable production at 75 units and anticipates delivering roughly 319 BMR units on‑site across the project, with options for partnerships with 100% affordable developers on conveyed parcels. The DA also includes funding and construction commitments for transportation and waterfront infrastructure, a child‑care warm shell and endowment, first‑source hiring and local‑hire targets, and an 18% local‑business enterprise participation goal for covered contracts.
Public commenters and neighborhood leaders generally supported the agreement’s combination of housing, open space and community benefits. Commissioners stressed the need to resolve phasing and PG&E parcel timelines; staff said several minor technical edits will be completed after approval. The commission voted unanimously to approve the development agreement.
