Sunny Angulo of Supervisor Peskin's office told the commission the increase is one of multiple revenue elements recommended by the Transportation Task Force to rebuild local transportation funding and match long‑term capital needs. Planning staff supported the TSF concept but warned that certain Central SoMa prototype projects are financially sensitive; the amendment preserves an accommodation to avoid rendering some Central SoMa projects infeasible.
Public commenters broadly expressed support for additional transit funding but urged careful economic feasibility study. The commission voted unanimously to recommend the Peskin amendment with the Central SoMa adjustment and forwarded the code change to the Board of Supervisors for consideration.
