Developers reimagine Hunters Point shipyard, ask commission to initiate amendments

Developer 5Point and Gensler/Adjaye partners presented a reimagined master plan for Hunters Point Shipyard Phase 2 on March 22, asking the Planning Commission to initiate general plan and planning‑code map amendments and to schedule a public hearing on or after April 26.
Presenters said removing the previously‑proposed stadium allowed the project team to reconnect to the site’s historic street grid and preserve large shipyard buildings for adaptive reuse. Gensler described a new organizational structure with two civic focal points—called the "green room" and the "water room"—linked by a pedestrian allee and framed by large reuse‑ready buildings. The revised approach reduces the amount of dedicated research‑and‑development campus floor area and replaces some of that capacity with institutional, maker/industrial space, more varied ground‑floor uses, and added parks and public‑realm investments. The team also proposed district‑scale sustainability measures, including on‑site recycled water, sizable photovoltaic arrays and consideration of geothermal district heating/cooling.
Staff said the reconceived plan would generate more permanent and construction jobs than the earlier plan and projected a preliminary $47 million net surplus to the general fund from the revised program, though project finance and due‑diligence remain in progress. Commissioners agreed to initiate amendments and set a hearing on or after April 26.
