Vendors tell Planning Commission Kilroy must honor Flower Mart relocation deal; oppose temporary move to Piers 19 & 23

Longtime vendors and florists testified they oppose the developer's proposed temporary relocation of the San Francisco Flower Mart to Piers 19 & 23. Laurel Winsler, a floral designer who markets at the Flower Market since 1988, presented a vendor survey she said shows broad opposition and urged the commission to require Kilroy — the developer named in testimony — to honor the tri-party agreement to relocate tenants to 2000 Marin Street.
Claire Marie Johnston and Eleanor Gerber Siff, both floral business owners, said the piers site would add transport, parking and delivery burdens that threaten vendors’ livelihoods. Gerber Siff said the Embarcadero configuration would add truck commute time and parking costs, potentially forcing some multigenerational small businesses to close.
Speakers said Kilroy has not followed the agreed process and called for the planning department to enforce the relocation obligations in the tri-party agreement. Several vendors offered to submit the survey and breach-of-agreement materials for the record.
Planning staff noted the matter and accepted written materials; commissioners asked staff for additional information about the relocation options and vendor impacts before acting on Central SoMa items that may be related.
No formal vote on the Flower Mart relocation occurred at this hearing.
