The project team asked the commission to initiate map and planning code amendments (including a proposed height map change from 96 feet to 120 feet) and to schedule a future decision hearing (initiation hearing and adoption tentatively scheduled for or after Feb. 8).
Anne Topier, Office of Economic and Workforce Development, and Conservatory President David Stoll summarized the development agreement intentions. The sponsor committed to 1:1 replacement of the 27 rent‑controlled units currently on the site, a tenant relocation program with comparable temporary housing during construction, and a voluntary covenant making the replacement units subject to the City's rent ordinance for the life of the building (SEG 3848–3876; SEG 3868–3878; SEG 3928–3946). Tenants and tenant advocates spoke in favor of the project contingent on strong, recorded tenant protections; a tenant who lives in the building testified she supports the conservatory—s purchase and the replacement plan (public comment, SEG 4120–4140).
Commissioners welcomed the project and directed staff to return with the development agreement details; the commission voted unanimously to initiate the General Plan amendment for consideration on or after Feb. 8 (vote recorded on hearing record).
