Community raises contamination and cultural‑resource concerns during India Basin draft EIR hearing

Staff’s draft EIR finds significant and unavoidable impacts in several categories and mitigation‑feasible impacts in others.
Public concerns raised: Community members and advocates said the draft EIR did not adequately address language access and consultation with non‑English‑speaking residents, needed more sampling and analysis for hazardous materials and historic contamination given proximity to Hunters Point Shipyard uses, and failed to study effects on subsistence fishing communities. Multiple speakers asked that the Archimedes Banya (a long‑standing Russian/Turkish/German‑style bathhouse and small cultural institution at 748 Innis) be treated as a historic or cultural resource in the EIR because it hosts classes, cultural exchange and community functions that are integral to neighborhood life; presenters argued the EIR should explicitly analyze shadow, noise, traffic and other physical impacts on the Banya and include that analysis in responses to comments.
Staff response and next steps: Staff reminded the public that written comments on the draft EIR were open through Oct. 30 and that the department would prepare a responses‑to‑comments document after the close. Several speakers asked for stronger outreach and translation; transcript participants noted notices and hearings had been largely in English and asked the agency to broaden language access going forward. The Historic Preservation Commission will submit its letter; the project will proceed through the environmental comment period and be revised based on written comments and responses.
