Planning Commission approves Royal Cuckoo Market’s conditional use authorization for small restaurant and beer/wine service

The San Francisco Planning Commission voted unanimously to approve a conditional use authorization for Royal Cuckoo Market, permitting a small restaurant counter and incidental on‑site beer and wine sales at 3368 19th Street in the Mission district.

Planner Michael Christiansen told the commission the shop would operate as a specialty grocer with a small food counter—"a small counter area with 8 stools"—and that staff had received more than 100 letters of support and no formal opposition. The department found the proposal compliant with the Planning Code and recommended approval.

Paul Miller, one of the business owners, described the operation as a "family run" neighborhood market and noted long ties to the block. Dozens of residents, merchants and local artists testified in support, telling commissioners the market provides affordable food options, local jobs and cultural programming. Supporters included neighborhood merchants and music community members who said the venue hosts local performers and community events.

Commissioners stressed the value of preserving small, locally owned businesses. Director Ram recommended that approval be limited to the current size and configuration so any future expansion of the liquor or food service would return to staff or the commission for review. Commissioners agreed and moved to approve the project with that understanding; the motion passed 7–0.

The approval was granted under the Mission Interim Controls, which required the conditional use hearing. The commission recorded no formal conditions beyond standard permit requirements and the staff recommendation that any expansion return for review.

Next steps: the applicant will complete the building and business permits required to operate under the authorized CUA.
