Staff (David Lindsay) said the addition would add roughly 684 square feet at the rear of an approximately 2,100 sq ft single‑family house, with a second‑story set back five feet from side property lines. The residential design advisory team reviewed the scheme and found no exceptional or extraordinary circumstances warranting relief. Neighbor and Doctor requester David Roseman argued that a modest first‑floor setback would preserve the block’s historical pattern and asked for a 2.5% reduction in project size or a 5‑foot first‑floor setback for the portion that extends beyond his property.
The property owner and architect said they had iterated on plans and offered second‑floor setbacks and other mitigations; they also noted structural and accessibility objectives (master bedroom and nursery on the first floor). Commissioners reviewed the design, concluded the project complied with guidelines and that the Doctor request did not demonstrate the required extraordinary conditions, and voted to deny the Doctor request and approve the project as proposed, 6–0.
