Planning Commission moves to initiate Pier 70 General Plan amendment and special-use district
Summary
The commission voted unanimously to initiate a General Plan amendment, zoning changes and creation of a Pier 70 Special Use District to facilitate a 35‑acre mixed‑use redevelopment that would include rehabilitation of historic resources, housing, office, retail/light-industrial uses, and public open space. A hearing to consider adoption was scheduled for July 2017.
The Planning Commission voted on June 22 to initiate legislative amendments that would enable a comprehensive redevelopment of the 35‑acre Pier 70 site.
Planning staff (Rich Soucray) summarized the proposal: a General Plan amendment adding references to the Pier 70 Special Use District on two urban design maps; rezoning the site; adoption of design standards in a Design for Development document; and establishment of land-use controls to allow a flexible mix of commercial office and residential uses depending on market demand. The project would include rehabilitation and adaptive reuse of three contributing historic resources in the Union Ironworks Historic District and retention of the Irish Hill site, a 9‑acre public open space, utilities and shoreline improvements.
Soucray described a flexible program of between approximately 1,600 residential units, up to 1.1–2.2 million gross square feet of office, and roughly 49,000–518,000 gross square feet of retail/light-industrial uses depending on parcel-level decisions. Staff reported no written correspondence opposing initiation and recommended scheduling an adoption hearing on or after July 20, 2017. The motion to initiate and schedule the hearing passed unanimously (4–0 at that point in the meeting). The commission will subsequently consider the ordinance and any required environmental review.
