Commission unanimously reissues permit for Bernal Heights Cooperative dispensary; sponsor signs labor pact

The Planning Commission unanimously approved a discretionary review to re‑establish the Bernal Heights Cooperative (BHC) at 3185 Mission Street. Staff recommended approval based on compliance with planning criteria and the applicant’s historically medical focus.
Applicant Sean Killen said BHC had served a medically focused patient base for more than a decade before losing its prior lease and that the new site preserves access for seniors, disabled patients and low‑income residents who rely on affordable medical cannabis. BHC said it operated as a medically centered cooperative, prioritized patient education and interim patient service during displacement.
Notably, BHC signed a contingent labor agreement with UFCW Local 6‑48 committing to a living wage, health benefits and a potential apprenticeship program for cannabis industry jobs. UFCW representatives asked the commission to approve the reissuance to restore jobs and to model high‑road employment standards within the industry.
After brief public comment in support, including from workforce and local nonprofit leaders, the commission approved the permit unanimously.
