San Francisco — The Planning Commission on Oct. 6 unanimously approved a large project authorization for 75 Arkansas Street, a proposed student housing project for the California College of the Arts that will replace a warehouse with a four‑story building providing 30 dwelling units and approximately 228 student beds.
Esmeralda Jardinas of the Planning Department explained that the project seeks an exception to rear yard requirements and that staff had found the project consistent with the general plan and design controls for Showplace Square/Potrero Hill. The department noted the project would not include on‑site automobile parking and would provide 80 Class 1 bicycle parking spaces and 14 Class 2 spaces. The SUD proposal calls for 21.5% on‑site affordable units (13.5% to very low income) and additional student‑housing conditions; staff included noise attenuation measures recommended by the entertainment commission.
Project representatives emphasized neighborhood outreach and commitments to community space and Jackson Park improvements. Suzanne Brown of Equity Community Builders said the building would include a Ground Floor community room available free to neighborhood groups. Supporters included the Potrero Boosters, the San Francisco Housing Action Coalition and Carpenters Local 22, which highlighted jobs created by a union general contractor.
Commissioners praised the outreach and the addition of student housing as a supply response to the citywide shortage of student beds. Commissioner Hillis moved to approve with conditions; the motion passed unanimously 7–0.
