Commission approves 20 Fifth Street navigation center; ordinance to allow temporary shelters in PDR districts recommended

The commission considered a proposed Planning Code amendment to permit time-limited (up to four years) navigation centers and a conditional-use authorization for a 68‑bed modular navigation center at the eastern terminus of 20th/5th Street.
Staff said the ordinance would allow temporary navigation centers in PDR, Western SoMa Mixed‑Use Office and Service/Arts/Industrial zoning districts by conditional-use authorization only if the city operates the facility, it is temporary and no permanent structures are constructed. The change is intended to support a Board of Supervisors mandate that the city open six navigation centers.
The project sponsor described a modular trailer-based navigation center with 68 beds and about 2,800 sq. ft. of social services and counseling space; the Port Commission and Dogpatch neighborhood association reported outreach and support. After limited public comment the commission voted 7–0 to approve the conditional-use authorization and recommended the code amendment as drafted (the commission adopted amendments prepared by staff). The project sponsor expects modular delivery in December and a January opening date.
