Planning Commission initiates Potrero and Sunnydale HOPE SF general‑plan amendments, sets Nov.17 hearing

The Planning Commission voted unanimously on Sept. 15 to initiate general‑plan amendments needed to advance the HOPE SF master plans for Potrero Hill and Sunnydale (Visitation Valley). Planning staff said the amendments would change urban design and open‑space map designations to accommodate phased demolition and rebuilding, additional affordable housing, streetscape work and new parks and community facilities.
Staff said environmental impact reports for both projects have already been certified and that development agreements are being finalized with master developers. The commission amended staff’s suggested schedule to set a public hearing for November 17 to consider the amendments and related zoning and design guidance.
Corey Smith of the San Francisco Housing Action Coalition urged the commission to approve initiation and continue moving the projects forward. Commissioners emphasized coordinated review and timeline to bring zoning, design guidelines and development agreements before the Board of Supervisors and other reviewing bodies.
Next steps: staff will prepare formal amendment language, map exhibits, and the hearing packet for Nov. 17.
