The Planning Commission on Aug. 4 approved a revised downtown project authorization and conditional use for a proposed mixed‑use development at 390 First Street in Rincon Hill. Staff described the updated design as responsive to the Commission’s April review and the working group process; revisions include a relocated and lengthened passenger loading zone on First Street, an enlarged corner retail space, revised podium cladding, reduced rooftop screening and other streetscape refinements.
Project sponsor representatives and the architect told the Commission that they worked with the three‑member working group (Commissioners Antonini, Moore and Richards) and planning staff in June and July to refine the design. Commissioners also reviewed updated circulation plans intended to reduce neighborhood conflicts from garage access and add a loading zone that can accommodate ride‑hail and move‑ins during limited hours.
Neighborhood speakers testified both for and against aspects of the project; concerns focused on the location of the garage entrance on First Street and sidewalk width impacts. Commissioners discussed the First Street streetscape improvements and the approved plan’s conformance with the Rincon Hill area plan. After deliberation the Commission voted unanimously to approve the conditional use authorization and downtown project authorization with the conditions described in the staff motion.
The approved project will add dwelling units and some on‑site affordable housing and is subject to conditions and fees spelled out in the motion.
